Before his return to Hong Kong, Sloss

left here some informal suggestions

for assistance for the University from C.D. & W.

central allocation for higher education. He

has doubtless now discussed these suggestions

with you.

They were put before the Executive

Committee of Inter-University Council and

before Colonial University Grants Advisory

Committee for their information, at recent

meetings at which formal application for

assistance to proposed new Malayan University

was inter alia considered.

Discussion at these meetings made it

clear that there would be great difficulty in

obtaining C.D. & W. assistance for Hong Kong

University in present circumstances, the

the 1946 Advisory Committee's

recommendation for f a University

developed beyond its pre-war scale
